When to encode a whole URL or just a part
Use Everything to encode a single value, such as a search term you are adding to a query string: it also escapes : / ? & and =. Use Full URL when you already have a complete link and only want unsafe characters such as spaces and accents encoded while the structure stays intact.

What is the difference between the two encode options?
Everything escapes all reserved characters and is meant for one value. Full URL leaves : / ? & = # alone so a whole link keeps working.
Should a space be %20 or +?
%20 works everywhere. + means a space only in form data and query strings, so use %20 if unsure.
Why does decoding fail?
A % sign must be followed by two hex digits, and the bytes must form valid UTF-8. A stray % in the text breaks decoding.
Is anything sent to a server?
No. Everything runs in your browser tab.
